Evaluators do not install the roof. Instead, the evaluation process involves multiple site visits at key stages of construction to document critical installation steps and ensure the certification requirements are met.

A FORTIFIED Roof™ is a roof system designed to remain attached to the home and limit water intrusion during hurricanes, high winds, hail, and severe storms.
Unlike a standard roof replacement, a FORTIFIED roof must meet specific construction and installation requirements, including how the roof deck is attached, how the deck is sealed, and how vulnerable areas—such as edges, valleys, and penetrations—are protected.
To qualify for FORTIFIED certification and related grant or incentive programs, the roof installation must be verified, documented, and submitted by a certified FORTIFIED Evaluator in accordance with program requirements.

Evaluation fees reflect the use of licensed, insured, and credentialed evaluation services, ongoing education, and the use of secure, GPS-verified photo documentation systems to meet FORTIFIED® certification.
